Board of Civil Authority Minutes

July 24, 2024

Attendees: Doug Hunt, Danielle Latulippe, Amanda Franklin, Roberta Bremmer, Connie Burton, Lyle Howe, Anna Klein, Verandah Porche, Don McLean, Michael Becker, Hannah Tustin. Via Zoom: Cathi Wilken & Pat Haine

The Guilford BCA meeting was called to order at 5:30PM.

  1. Amanda moved to nominate Don as BCA Chair, and Anna as Vice Chair. All in favor, none opposed.
  2. Changes to the agenda: adding discussion of opening absentee ballots
  3. Danielle received the SD cards for the tabulator. The State of Vermont Elections Division programmed and sent them to all Town Clerks. Tabulator testing by statute must be done at least 10 days prior to the election. At minimum two BCA members must be present. Roberta and Don will assist Danielle at the Town Office on Monday, July 29th, 2024 @ 10AM.
  4. Danielle will be reaching out to volunteers for the election (poll workers.)
  5. Contested candidates cannot serve as election officials per statute. The BCA briefly discussed that Zon Eastes cannot serve as an elected official in this election.
  6. Absentee ballots will be processed on election day.
  7. Danielle moved to appoint Cathi Wilken and Doug Hunt as the two designated JP/BCA members to deliver ballots if necessary. All in favor, none opposed.
  8. Election volunteers and poll workers must sign oaths. It was determined we do not have Connie and Lyle’s oaths – Danielle will administer.
  9. The group discussed preferred times; some members will be available all day. Danielle will create a draft schedule for review.
  10. Ballot box (kiosk) outside of Town Office is opened once the first absentee ballot is requested. It remains open 24/7 until 5PM the evening prior to the election. Verandah asked that we communicate that to the public.
  11. Don will write a public announcement to post on Front Porch Forum, etc. Don will also post other reminders as the election approaches.
  12. With no other business on the agenda, we adjourned at 6PM.
