6.17.24 Algiers Traffic Calming and Safety Committee Meeting Minutes

ALGIERS TRAFFIC CALMING AND SAFETY COMMITTEE MEETING

Monday, June 17, 2024, 10:30 a.m., 236 School Road, Guilford, VT

PRESENT via zoom: Shiela Morse, Bary Aleshnick, Kate Singer, Lori R, Lesley Malouin

PRESENT in Person: Eric Morse, Erika Elder, Colin Bratton (Windham Regional Commission)

DRAFT Minutes

  1. Call to Order at 10:40 by Eric
  2. Recognition of Public
  3. Scoping Study Grant
    Application submitted. Application approved by Selectboard 6.10.24. Town match approximately $10,000. Announcement fall 2024. Colin assumes WRC will assist.
  4. Demonstration Project discussion
    Since last meeting Colin has met with VTrans regarding a Demonstration Project. They require a detailed project proposal. Town responsible for materials cost. Could be on-hand materials. Should be part of larger project, data collection requirements. Speed limit restriction (<40mph), width restriction (>11ft), Slide show with examples. Colin: This group should come up with a plan, Jeff Nugent and Colin will assist. Once initial plan is accepted, VTrans will adjust. Relationship between Scoping Study Grant and Demonstration Project: Demonstration Project is part of larger process. 

Eric: Is there consideration for the historic configuration of that intersection? The ROW was once different. Could we change current ROW? Colin: Up to VTrans rules. Historical review is part of Scoping Study.
Barry: Could a Demonstration Study be extended if it’s useful? Colin: VTrans says 3 weeks. Potential to bring it back in the near future. Eric: Continuation of a concerted effort on the part of Local, State and Federal entities. School kids made a powerpoint and video. Lots of documentation. Barry: Other agencies may be pulled in to support. Eric: Is there a role for VLCT? Katie Buckley was involved. Ted Brady worked for Patrick Lahey during that process. Colin: This background will be beneficial for Demonstration Project application. Next steps: Design the demonstration project. Get Doug Richmond’s support.
July meeting will be work session producing a proposal. Colin will take suggestions and work with Jeff to get maps for July 15. Erika will collect ideas from committee. 11-foot lanes need to be maintained. Center of yellow lines to fog lines. Eric can provide surveys. Roadway was shifted in the 1970s. Is there an alternative for Richmond’s parking, being sensitive to this important community business? Summary: Think about specific demonstration crosswalk. Involve Danny.
