MEMBERS PRESENT: Al Franklin, Patrice Pennington, Will Wohnus

MEMBERS PRESENT VIA ZOOM: Allie Lambert, Jocelyn Fritts

STAFF PRESENT: Elly Majonen, Erika Elder

Meeting called to order at 6:05 by Elly Majonen.  All agreed to move the Webpage discussion to number 2 as Erika needed to leave.

  1. Review and approval of minutes.  MOTION: Elly moved to approve the minutes from the 9/12/25 meeting. Will seconded.  All were in favor, no objections, no abstensions. Motion passed.
  • Webpage- Erika and Jocelyn will be using the company Square Space to create a webpage.  Jocelyn will take care of hosting the domain and pay the yearly usage cost which will be equivalent to the town website ($15 per year) and Prudential will reimburse her. Jocelyn can use the info on the town website to get started and Municipay can be added after.  It helps to have a recognizable logo. Elly shared a selection of logos she had quickly created.  Jocelyn hopes to have the website up and running in about a month.  The website will be algiersfiredistrict1.org.
  • Finances.

MOTION: Will moved that disbursements be approved as read. Al seconded.  All approved.

  • Budget Status Report. We have received 50% of revenue and we’ve spent 72% of our budgeted expenses, due to Commonwealth Dairy usage. Al inspected the sewer line and found the unusually high usage was coming from Commonwealth Dairy. Flow was bypassing ware (holding tank).and not being included in the usage. This will need to be adjusted and Commonwealth Dairy and Town of Brattleboro are investigating.  Recommendations were made to pursue getting reimbursed for at least a portion of the money paid by the town of Guilford for Commonwealth’s sewage. Erika left the meeting at 6:27 pm.
  • Balance Sheet – $339,862 is in checking account. $98,906 of that is in the maintenance fund. Balances due is $22,345.  A bill went out Oct 10 that was due Nov 10.  Delinquent sewer and water bills are in the town vault. Bank statements have been reconciled through October.

4. Old Business.

  1. Rate Sheet – Will be put on hold until the situation with Commonwealth Dairy is settled.  Elly says we should be charging the same rate as Brattleboro.  Al has agreed to help Elly work on rates in the near future.
  2. AFD#1/Town of Guilford Financial Services Agreement – All were in favor of tabling until next spring.
  3. Municipay – Elly is answering questions from Municipay to get this started.  She found the Tax ID number and is using the Guilford Town offices as a physical address.  Elly will be the contact person for the town and Allie will have access to the Municipay account as well.  The town has separate accounts from Municipay so Municipay has no access to the town accounts. MOTION: Allie moved to open bank checking account.  Will seconded it.  All approved. Money will be transferred from Municipay into Algiers’ account after reconciliation.  Will and Al will go to the bank and Al will be added as a signer. Voided check needs to be provided to Municipay and an affidavit will be signed by Allie with a notarized signature.

5. New Business

  1. New allocation – D&E/Anson Baldwin Tree Care  – waiting to hear from town of Brattleboro.
  2. Original Agreement between TOG, AFD#1, TOB.  Original agreement is from 1996 and does not include Commonwealth Dairy which did not exist. Al will be the point person with Allie’s help to move this forward.  Elly will get a referral from TOG’s attorney to find an attorney to work on this agreement with the Committee.

6. Adjourn.  All moved to adjourn the meeting. The meeting adjourned at 7:15 pm.
