DRAFT Minutes
MEMBERS PRESENT: Al Franklin, Will Wohnus, Allie Lambert, Patrice Pennington
MEMBERS PRESENT VIA ZOOM: Jocelyn Fritts
TOWN STAFF PRESENT: Elly Majonen
Meeting called to order at 6:12 by Elly Majonen.
- Review and approval of minutes. MOTION: Will moved to approve the minutes from the 12/10/25 meeting. The vote was by voice. All were in favor, no objections, no abstentions. Motion passed.
- Finances – Elly
a. Warrants – TOB – $14,074.15 TOG – $2,265
b. Budget Status Report. Balance in checking is $342,136.01 Details in the packet. Reserve fund balance is $98.906.16.
c. Balances due for all residences billed $45,519.95.
d. Dec and Jan reconciliation. Details in packet.
Elly suggested an audit would be a good idea in the next fiscal year.
3. Old business:
a. Al Franklin – updates
i. A letter will be written to Dan Tyler for a one year extension to the 1995 contract. Dan will take it to the town manager who may put it on a consent agenda for the Selectboard. We do not need to go through the Vt Dept of Transportation unless there is a sewer break on Route 5.
ii. Reimbursement from Commonwealth (re: the TOB invoice to AFD#1 for $53K) may be difficult. Michael S. McGillion, Esq. would like to look at the contracts – 1996, 2012, 2021. Elly will get contracts to Al next week and Al will hand deliver them and meet with Michael along with Allie. We should be mirroring Brattleboro rates in a new contract. Houses not hooked up to sewer will continue to pay operating fee plus bond fee (until the bond is paid off). Al suggested it should be written into the contract that if houses are added, fees go up accordingly. Will has paperwork from past years that can be added to material in the attic.
Jocelyn entered the meeting via Zoom at 6:44 pm.
b. Municipay update. When the webpage is final, Municipay can be added. Elly will work on finishing application and give them website to look at. When Municipay is ready to be added Allie will open a separate bank account for AFD.
c. Webpage. Jocelyn shared the website algiersfiredistrict1.org Water line needs to be removed from webpage as it belongs to town. Committee members can go on site to check it out and send comments to Jocelyn. Jocelyn will upgrade from personal to business account.
4. New business –
a. D&E/Anslon Baldwin Tree Care – wetland permit. This will need to go before the Selectboard.
b. VT Secretary of State – biennial registration due by 4/1. Officers will need to be updated and fee paid. Patrice will register with email address added to webpage – clerk@algiersfiredistrict1.org. Patrice will coordinate with Jocelyn.
5. Any other business to come before the Board? Agenda items for next meeting.
a. Contract, Lawyer update, Allie’s letter to Dan Tyler. MOTION: Al moved to have Allie write and send a letter to Dan Tyler about an extension. Will seconded. Vote was by roll call. All were in favor. No objections, no abstentions. Motion passed.
b. Debit card – Allie will look into Credit Card / rates and bring the information back to the next meeting.
5. Adjourn. Will moved to adjourn the meeting. Allie seconded. All approved. The meeting adjourned at 7:25 pm.
