Sheila moved, Jean seconded, all were in favor. - Scoping Study grant update
Awarded, ARPA match, Erika planning to do project management. Colin described RFP process. Not limited to sidewalks – options for character, signage, tree planting. Steering committee will be formed, series of public meetings, Local Concerns Meeting.Three options given plus no-build option. Town selects preferred alternative to finalize the study, then Selectboard approval. Historic character report included with deliverables. Not a quick process. Full cost is for scoping consultant. Windham regional can be on the steering committee.
Next step: VTrans RFP process – Consultant Selection Committee. Six prequalified firms, You can put out RFP to anyone. Sheila: Need to satisfy state, town procedures. Worry about optics. Barry: Are we ALLOWED to send out to full bid? Eric: Strongly opposed to catering to opponents. Colin will let us know about RFP – Erika & Colin will talk to VTrans Project Coordinator. Eric thinks there should be something in the Gazette every issue.
