MEMBERS PRESENT: Al Franklin, Patrice Pennington, Paul Beebe, Jocelyn Fritts, Will Wohnus, Allie Lambert
TOWN STAFF PRESENT: Elly Majonen
Meeting called to order at 6:31 pm by Elly Majonen.
- Review and approval of minutes. MOTION: Allie moved to approve the minutes from the 7/1/26 meeting. Paul seconded. The vote was by voice. All were in favor, no objections, no abstentions. Motion passed.
- Finances –
Warrants. 3 warrants: $590 to the Shriver Law Group, $100 to the TOG for administrative support, $30,329.61 to the TOB for sewer usage. MOTION: Paul moved to approve the warrants. Al seconded. The vote was by voice. All were in favor, no objections, no abstentions. Motion passed.
Budget Status Report – Details in packet.
Six payments were made through Municipay.The reconciliation report shows a bank statement balance of $341,747.74. - Attorney update: He is waiting to hear back from the TOB. Al and Allie are optimistic. The attorney said that after researching, he discovered AFD already has a statutory lien policy for non-payment of sewer fees that consists of two parts,the usage lien and the construction lien. When an assessment remains unpaid for two years municipal officers may enforce the lien. Allie will email all members the information the attorney shared with her. The lien policy will be mailed out with the October billing before any action is taken.
- Credit card: Elly presented a credit card policy for the new AFD credit card. Al Franklin’s name is on it. There is a $2,000 limit. It will be kept at the town offices and after signing out must be returned within 48 hours. All purchases must be pre-approved by the Prudential Committee members. MOTION: Paul moved to accept the credit card policy. Jocelyn seconded it. The vote was by voice. All were in favor, no objections, no abstentions. Motion passed.
- Budget – $120,000 was budgeted for the Brattleboro Sewer Fee, but a revision may be made when the TOB changes their rates. A budget worksheet was filled out and Elly will enter the numbers into a computer program. In the October bill mailing, notice will be given of the rate increase beginning in January.
- Auto debit to TOB. Allie will sign and bring the form and check to Leslie, the Brattleboro town treasurer to remove this.

Adjourn. Paul moved to adjourn the meeting. Jocelyn seconded. All approved. The meeting adjourned at 7:46 pm.
