Algiers Scoping Study Consultant Selection Committee

Monday, July 20, 2026, 10:00 a.m., 236 School Road, Guilford, VT

Draft Minutes

Meeting called to order at 10:11 am. Selection Committee members in attendance were Colin Bratton, Eric Morse, Sheila Morse and Erika Elder. Members of the public attending via Zoom were Kyle Parker and Kerri Beebe.

  1. Consultant negotiation process update – Erika
    Erika: This is a required meeting by VTRANS to select a new consultant, based on the fact that the last consultant after a long negotiation process did not work out so it’s time to move on to the next consultant in our rankings. 
  1. Compare individual review of 2026 VTrans At-The-Ready Consultants for Algiers Scoping Study Hoyle Tanner was originally the third choice as the the first two choices had maxed out their at the ready jobs for that time period. That set of rules has now been refreshed and the committee’s job at this meeting is to review Debois & King, VHB and Stantech which were our other top three choices. To make sure our original ranking of the top two would still stand with the new 2026 at the ready statements of qualifications. We have all reviewed the 2026 SOQ’s – Erika doesn’t see any major differences between the top two D&K and VHB and feels comfortable requesting to use D&K as the consultant based on committees original rankings and their new SOQ’s. Eric – VTrans project manager doesn’t need to see the ranking form if it’s the same.
  2. Next step: Send RFP to Dubois & King with addition with requirement to be under $50k. 
  3. Decision and next steps
    1. ARPA expenditure deadline at the end of 2026 of $10k with the approval by selectboard to use for this project. 

All agreed to move forward with next step to send RFP to D&K. Sheila abstained from all decisions.
