Change titles so we can find reports, i.e. Commission Planning to Planning Commission, Guilford Rescue to Rescue

Determine what tasks we want to accomplish next

Worked for a long time on how to translate info Elly sent to format printed in The Book. Found the file!

Lyndsey will do, Cathi will proofread. C working on written reports and deaths.
