GUILFORD SELECTBOARD MEETING

SELECTBOARD MEMBERS PRESENT: Zon Eastes, Chair, Verandah Porche, Michael Becker, Tara Cheney, Rusty Marine

OFFICIALS/ STAFF PRESENT:  Erika Elder (Town Administrator)

PRESENT in person: Peter Kelleher (BCTV), Kyle Parker, Gary Knapp, Lee & Bob Mann, Jen McDuffie (Energy Committee) 

PRESENT via Zoom: Erik Schikendanz, Anna Klein, Barry Aleshnick, Marty Ramsburg & Frank Larkin, Sheila Adams 

Minutes

  1. Call to Order (ESTIMATED Time) 6:30 p.m.

  1. Welcoming of Public     Community Comment Period (10 minutes)
    1. Gary Knapp, Weatherhead Hollow Road – Concern about speeding on Weatherhead Hollow. The road isn’t safe for walkers, cyclists & others. Gary  asks the Selectboard to reduce the speed limit from Yeaw Road (south) to the State line. Suggests radar signs. Requests speed cameras with license plate capture. Park a dummy car with working lights for speeders. Doesn’t want the Town to spend a lot of money on this.
    2. Verandah: Addie Minott has died. Verandah read some of Addie’s own words about the Green River Dam to honor her, and her contributions to Guilford.

    1. Minutes of the regular meeting of 04.24.23
    2. Michael moved to approve the Minutes of the 4.24.23 Meeting. Rusty seconded. Voice vote: All were in favor. None were opposed. No one abstained. Motion carried.
  1. Updates & Reports
    1. Highway (10 minutes) Erika
      Summary of FY23 & FY24 Highway Equipment purchases and projects to be completed, with information on how these will be funded. Document to be added to Town website.
    2. Energy Committee – Jen McDuffie MERP application (5 minutes) (ACTION: Motion)
    3. Jen McDuffie – Municipal Energy Resilience Program  funds are state funds put out in 4 phases, we’re on phase 2. The Energy Committee is organizing a series of presentations. Stipends will go to presenters. If any money is leftover it will be used to create a page on the website.
      MOTION: Verandah moved to approve the application, Michael seconded. Voice vote: All were in favor. None were opposed. No one abstained. Motion carried.
  1. Old Business
    1. Newspaper of Record (5 minutes) (ACTION: Motion)
      MOTION: Zon moved to name the Commons as Newspaper of Record with the Brattleboro Reformer as backup, Rusty seconded.
      Barry Aleshnick: Commons online goes to 20,000. New website will be out soon. 
      Voice vote: Four were in favor. None were opposed. Tara abstained. Motion carried. Verandah mentioned the possibility of using both newspapers simultaneously, a cost analysis needs to be done.

    1. Liquor Licenses for Green River Bridge Inn and Stone Church (5 minutes) (ACTION: Motion) 
      The Stone Church (FSO, LLC) submitted two applications for an event June 3 at the Guilford Fairgrounds (Catering Permit & Festival Permit). The Green River Bridge Inn (Delta Green River, LLC) submitted three applications to serve alcohol at the Inn. (Outside Consumption Permit, First Class License & Third Class License)
      MOTION: Rusty moved to approve the permits for Stone Church, Tara seconded. Voice vote: All were in favor. None were opposed. No one abstained. Motion carried. 
      MOTION: Rusty moved to approve the permits for Green River Bridge Inn, Michael seconded. Voice vote: All were in favor. None were opposed. No one abstained. Motion carried.

MOTION: Verandah moved to pay the warrants, Zon seconded. Verandah: Thanks to Peter Hannan for his years of service to the Town maintaining Cemeteries. Rory Lincoln will take over the work.

Voice vote: All were in favor. None were opposed. No one abstained. Motion carried.

    1. Vermont Interfaith Action Celebratory Day May 10, 2023 Thanks from Fred Breunig, invites public to an event in Burlington May 10. 
    2. Jason Herron – Notice of Appeal. The Selectboard can move forward when the notice has been formally served.
