      MOTION: Verandah moved and Michael seconded to approve the minutes.

  1. Updates and Reports
    1. Rescue, Inc. (8 minutes)
      Gordon Little & Drew Hazelton, Rescue Chief: Gordon: Rescue is doing well, 14 member towns beside Brattleboro. Drew: Wants people to understand EMS not just Emergency care. Take patients to their care, provides access to treatment. Partnering with BMH on pilot project providing care at home. Provide mental health transportation for whole state. Working with unhomed population. Provided 3 swiftwater teams during July flooding. VEMSA is the education wing of Rescue Inc. 120 Staff & volunteers. Uninsured Covid vaccines. 7 years with no assists on emergency calls. 5 ambulances in Brattleboro. Guilford’s annual assessment helps rescue to be ready. Gordon: Current contract is for 3 years. Currently in 2nd year. Next assessment… Lots of classes VMSA.org.

      Paving on WH is done. Culverts, blowing leaves, grading roads. Plow frames on trucks, getting ready for winter.

    1. October 16 public hearing on Capital Asset Management Program Discussion: Zon: Moving to Asset Management Program 
    2. Traffic Speeds
      1. Speed limits throughout town Discussion: Rusty: What else can we do? Barry A: Radar signs are effective Tara: Can the selectboard use ARPAfunds?  Danny recommends having them be stationary .

    1. Grader Quotes
      Danny got two quotes for a new grader to replace 2013 grader. John Deere at  , Caterpillar at   . Danny recommends Caterpillar because they offer a higher trade-in on our old machine, hold value.
      MOTION: Zon moved and Tara seconded to accept Danny’s recommendation and approve purchase of Caterpillar Grader.
      Discussion: Danny: Delivery in 4-8 months
      Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
    2. Listers Errors and Omissions
      6 properties with Lister errors. One double acreage, 5 solar installations with changes in valuation by the state. Selectboard needs to vote to accept the Listers’ report.
      MOTION: Zon moved and Michael seconded to approve the report. Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
    3. Correction of Town Meeting Errors and Omissions
      The selectboard received a letter from Rick Zamore, Town Moderator detailing moderator errors made at 2023 Town Meeting. Selectboard can vote on a resolution  to cure errors since they were result of oversight.
      MOTION: Verandah moved and Michael seconded to adopt the resolution.
      Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
    4. South Stoney Hill Road request to rename (5 minutes; DISCUSSION, possible ACTION: Motion)
      Discussion: Verandah:- aligns with selectboard goals.
      Roman Nemet: is an abutter  – most of S Stony Hill Road goes through his property. Vikings not part of Guilford history. Paul Belogour: It is a public safety issue. Just wants it different from N. Stony Hill. Is adding a guard rail  Dan: Put a sign on Stony Hill – “Not A Through Road”.
      MOTION: Zon moved to form a subcommittee to look at this, Rusty seconded
      Vote was by voice, Zon, Verandah and Rusty were in favor, Michael opposed, Tara abstained. Motion passed.

    5. Guilford Center Road solar system
      Cathi Wilken: Solar system from Firehouse to Library. Working with Danny on placement
      Pluto will be at Fire Dept
      MOTION:  Zon moved to approve the request.  Michael seconded
      Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
    6. 180-day Staff Reviews, appoint sub-committee
      MOTION: Zon volunteered for subcommittee to perform reviews for Erika and Elly, Michael volunteered
      Zon Moved to appoint Zon and Michael as subcommittee, Verandah seconded
      Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
    7. Historical Society ARPA funding request, appoint sub-committee Tara and Verandah volunteer to subcommittee
      MOTION: Zon moved mb seconded Tara & Verandah be on the subcommittee.
      Vote was by voice, all were in favor, no one opposed, no one abstained. Motion passed.
