Planning Commission DRAFT Minutes
Wednesday, September 27, 6:30pm, 236 School Rd, Guilford VT

Planning Commission members attending: Charlie Light, Jeannette Tokarz, Jethro Eaton, Nathaniel Matthiesen, Marty Ramsburg, Julie Holland, Zon Eastes (Selectboard liaison), 

Call to Order. The meeting was called to order at 6:32 p.m.

Recognition of the Public:  Consultants Dan Mallach and Emily Lewis from Dubois & King

Rules and Procedures: No changes. Follow Robert’s Rules and basic respect and civility

Changes to Agenda:  None 

Finalized arrangements for joint meeting with Vernon Planning Commission for 7PM, on October 10, 2023 at the Broad Brook Community Center. The Vernon PC has indicated that they prefer it be focused primarily on economic development.

The meeting with the Windham Regional Commission and presentation by Chris Campany has been rescheduled for Tuesday, Oct. 17 at 6:30PM.

Discussion points to be discussed at WRC Preserving Guilford’s Future meeting:

Trends happening in town and region re housing, land use planning, natural resources, preserving agricultural and forest land and places of historical interest.

How to be more proactive in areas deemed important.

How to use Act 250.

How to create an informed public and make educational matters widely available.

Whether and how to create a Development Review Board.

Explore what restrictions on land use exist now and how many properties in town that are otherwise suitable for development, are categorized as wetlands. 

Discuss state compensation for those landowners who desire to limit development on their land. Explore what other communities are doing in this area.

Dan and Emily then made a power point presentation on how to structure the Town Visioning meeting on Nov. 11. Jeannette is in the middle of negotiations about securing the school for this meeting, which will (hopefully) be the largest public meeting of D&K’s Strategic Planning work for Guilford. Please see attached PDF of power point presentation.

The Nov. 11th meeting will take place from 10am-2pm, including a provided lunch, in an open house format, with six stations, having consecutive half hour individual presentations. A representative from the planning and/or the conservation commission or D&K will be at each presentation to coordinate, answer questions and take notes.

We discussed Gazette article about the meeting that is due Oct. 1st.

Marty made a motion to adjourn, seconded by Charlie and carried unanimously. The meeting was adjourned at 8:07PM.

The next scheduled PC meeting is Wednesday, Oct. 25 at the Town Offices.
